Time semantics

Civil time Human and legal time: offsets, DST, and IANA zone rules. This is the core product promise.

UTC The international reference timescale for civil coordination. Core Timezone Explorer behavior is UTC-based, but not leap-second explicit.

POSIX / Unix time The software model most browsers expose. It treats each day as 86400 seconds and does not surface 23:59:60 as a first-class instant.

TAI / atomic time Continuous atomic time without leap seconds. This annex explains the boundary, but Solid A does not compute TAI conversions.

Leap seconds They are documented here as a precision boundary. They are not modeled as first-class instants in the core civil-time engine.
